You've got your timeline screwed up. "Strange Frequency" was in the middle of her "Angel" run, which was before her Playboy shoot.

It's true that Charisma has had some variations in appearance. Going blonde during "Angel" was the nadir for me. And she had a kid, with the resultant hit on her career. But she was pushing 30 on "Buffy" and playing a more convincing teenager than her younger castmates, so you've got to give her props for that.
