Open a JPEG with Photoshop not working anymore

after setting up a new computer I no longer have the option of "open with photoshop" in the dropdown box. can someone tell me how to add this option?
it's just too fiddly opening PS first then hunting down the right picture to open. I asked this a few years ago when I got my last computer, but don't remember how it was done. can somebody help before I pull out
the rest of my hair? thanks,guys.

If you hold the control key down while you right click, the option 'Open With' should be visible, if Photoshop is not visible in the drop down list under this option select 'Choose Program', when pop up box appears select Photoshop and tick box to use this option for the selected type of picture (.jpg, etc).

Once you do this once, it should always have Photoshop as an available option.
